Inspired by the true events recounted in Rachel Boynton's 2005 documentary, the film follows the lead up to the 2002 Bolivian general election. Politician Pedro Castillo (Joaquim de Almeida) goes to consulting firm Greenberg Carville Shrum for help to win the election and political strategist Jane Bodine (Bullock) is assigned to run his campaign in Bolivia. She employs American campaign tactics in her efforts to make Castillo a successful candidate but she faces tough competition from Pat Candy (Thornton), consultant to Castillo's opposition and Bodine's arch-rival. Can she run a succesful campaign and beat Candy in the process?
